Sh. Parveen Kumar has been working as Welfare Officer since 2005. Parveen Kumar Welfare Officer has organised/coordinated many programmes under the guidance of senior officers.  He has coordinated very well in the installation of the prison management system in Model Jail, Chandigarh for maintaining the prisoners date, visitors data and prisoners account management system.  Major aspects of prison working have been brought within the ambit of prison management system.  This will bring transparency, efficiency, effectiveness in the system and will cut down discretion.  He has coordinated very well in computerizing canteen sale system Rs. 3 to 4 lacs is saved annually (coupon printing cost). He has coordinated various educational and awareness programme for prisoner like Aids Awareness, T.B. Awareness, Drug De-addiction, First Aid, Yoga course and camps in consultation with Chandigarh State Aids control Society, Red Cross Society, Alcohol Anonyms group, Drugs Anonymous groups and other NGOs.  As a Coordinator of  IGNOU he has motivated many prisoner to pursue their Higher Studies through IGNOU Study Centre in at Model Jail Chandigarh.  Since the inception of IGNOU study centre at Model Jail, Chandigarh 150 prisoners has opted for various academic as well as vocational courses like BPP, BA, B.Com, MA, M.Com, MTM, PGDDM, CBK, CHR, DTS etc. He has coordinated very well in creating sports infrastructure, arranging sports material to the prisoners.  Recently, an Annual Sports meet 2015 was organized at Model Jail Chandigarh and he charted out the overall schedule and plan of the tournament and then organized the events as per schedule.  This sports meet was very beneficial for recreation and reformation of prisoner.  He has arranged many cultural activities like dramas, laughter shows, musical programmes, dance programmes for the prisoners.  He has coordinated with education department and other cultural organizations for imparting education in various cultural activities.  Recently, a cultural evening Ek Sham Le Corbusier ke Naam, 2015 was organized at Model Jail Chandigarh.  This all event was created and managed by this official under the guidance of senior official.  He is also looking after the establishment matters.  On 11.9.2012 when a vehicle of LPG gas cylinder came to the jail to supply the LPG then suddenly LPG gas starting leaked from the cylinder and everybody rushed from here to there and the gas was continuously leading. At the same time, prisoner were came to the jail after attending the court and they were standing in the Deodhi Gate.  Nobody was going near the cylinder in the meantime Sh. Parveen Kumar, Welfare Officer came from his house and he has down courage by pushing the said cylinder with his foot from the Main Gate to the safe side.  In nutshell Parveen Kumar, Welfare Officer is achieving his goal to the greater satisfaction of the authorities. He keeps no stone unturned for the reformation and rehabilitation of the prisoners which is the utmost duty of the Welfare Officer.

Rajesh Kumar (State Awardee), Diksha Verma and so many gymnasts got medals in National Games, Open Nationals Championships, all India Intervarsity Gymnastic Championships, National School Games and participated in International Competitions.  He is an International Judge in Aerobic Gymnastic.  He has performed as a member of Technical Committee of Asian Gymnastic Union (from 2009 to 2012 and 2012 to 2016). He also actively participates as member in the tournaments/competitions held by the Department from time to time. He has also performed as Coach/Judge of Indian Team Internationally more than 12 times.

Dr. Krishna Chaudhary was appointed as Medical Officer on 7/7/1991 and came on deputation with Chandigarh Administration in the year 2006 from State of Punjab. She was posted in Govt Polyclinic, Sector 45, Chandigarh catering approximately 2.5 lac population including that of colony No 5 before relocation and later on she was given the charge of Incharge Poly Clinic, Sector 45, Chandigarh in September 2010. She remained involved in all national programmes with special emphasis on Reproductive and Child Health (RCH) and made all efforts to give benefits to pregnant mothers Ante Natal, Natal, Post Natal period and immunization of children with special emphasis on urban slums and colonies of adjoining areas which lead to increase in early registration and institutional deliveries.  The area remained free from polio and all children were ensured having taken the vaccine by specially making the supporting staff moving from house to house under my supervision and the targets were achieved ain all aspects. The awareness programmes and health education maintained the girl child ratio and the area remained free from outbreak of any epidemic during the period of her service. Keeping in view the population and the beneficiaries and to reduce the referral to secondary and tertiary level, 50 bedded hospital was conceived and planned which took the functional status on 5/1/2016.  During the construction of the hospital the services were maintained for the poor and beneficiaries from the makeshift tenantments with tin roofs bearing the extremes of summer/winter temperatures which could not discourage the team to provide services in continuity.

Sh. Laxmi Tewari has been working as Senior Radiographic Technician w.e.f. 1.3.2000 and Radiation Safety Officer w.e.f. 2.4.2014, prior to this, he has worked as Junior Radiographic Technician on regular basis since 27.10.1994.  After joining CMCH in the Deptt of Radiodiagnosis he has been instrumental in planning, assisting and executing the major projects of the key projects including 64 Slice CT scan, 105 Tesla MRI machine and Digital Radiography.  In addition to the above he is well capable of handling clinical and technical work. He has organised several academic programmes like CME’s of State level/Zonal level and national level workshops and conference. He has contributed as a resource person in large number of academic events.  He has been National President of Society of Medical Radiation Technologists of India from 2001-2003 and currently he is holding the post of Zonal Secretary of Society of Indian Radiographers.  His interpersonal relationship quality was instrumental in bringing persons of international or national repute to GMCH, Chandigarh including Nobel Laureate Sh. Kailash Satyarthi & Sh. J.P. Nadda, the union Health Minister.  Mr. Tewari is very punctual, hard working, sincere and also dedicates his services during the night/emergency hours.  He never hesitates to come to the Department and works beyond working hours. In case of any breakdown of the machines/ equipments, he tries to fix the problem to the best of his ability with help of representatives of firms, so that patient care services do not suffer.  He has outstanding quality of serving with smile and his helping attitude towards poor and needy patients has made him the most sought person in the Deptt of Radiodiagnosis.

Sh. Praveen Kumar, Employment Officer, Regional Employment Exchange, UT, Chandigarh joined the department of District Food & Supplies and Consumer Affairs by holding additional charge of DFSO in November 2012, when the work of the department was suffering badly.  He holds academic/professional degrees such as MA, M.Phil (Psychology), LLB (Professional) and MBA (Human Resource Management). The officer exceptionally manoeuvred the department of Food & Supplies and Consumer Affairs, U.T., Chandigarh by implementing National Food Security Act (NFSA) 2013 in the year 2014 alongwith Smart Card based Public Distribution System.  After rejoining the said officer, the implementation of Direct Benefit Transfer (DBT) Scheme for Foodgrains has been successfully done.  With his best efforts, the Chandigarh became first UT to implement National Food Security Act, 2013 during February, 2014.  After his joining on 2.6.2015 in the department, Chandigarh became the 1st State Union Territory in the country to implement DBT Scheme for foodgrains as a whole on 11 September 2015.  He had a major role in preparing the proposal for making Chandigarh a kerosene free city.  His ability can be best judged in a comparative manner by making an analysis of the documents/notes putforth during his tenure and that of prior to him.  Adhering to the directions given by senior officers, he had been working for almost 7 days a week, with an average of 10-12 hours a day and brought a remarkable difference in the departmental working to higher extent.  It is also evident that the public grievances have reduced to minimal during his tenure.  This has also come to knowledge that he holds an excellent service record in the department of Employment also.  He has been instrumental in drafting the policy ‘Controlling of Places Amusement, 2016’ and the same had been accepted by Hon’ble Punjab and Haryana High Court.

Constable Parwinder Jit Singh joined Chandigarh Police on 15.3.2005 and he after successfully completing basic training course joined the main stream of Chandigarh Police.  During the span of 11 years of his service, he remained posted in various units of Chandigarh Police i.e. Police Station, Sector 19, Tango-II (Reserve SSP/Chandigarh), CID Special Branch, CRU PHQ, Departmental Enquiry Branch, SSP/Chandigarh and presently is posted in PS-vigilance on deputation basis since June 2013. During his posting in various units, he worked entirely to the satisfaction of his seniors and because of his professional competency earned recognition for his work in the shape of commendation rewards.  He because of dint hard work earned approximately 42 commendation certificates, which includes 9 Class-I and 10 Class 2 commendation certificates and 23 Class III commendation certificates.  Constable Parwinder Jit Singh is presently posted in PS Vigilance and is living up with the reputation of hard work.  He remained part of the raiding party in all the trap cases.  He is good human being and also has good relations with his colleagues and the public.  He is always ready to render his services even during odd hours and on off days and is such a constable, on which one can rely.  Besides above, he is rendering his service in the Computer Section of Police Station Vigilance where matter related to NOCs is looked into, which is highly secret and laborious work and Constable Parwinder  Jit Singh is living upto the expectations.

Dr. Rajiv Kapila is a BAMS (Gold Medalist) from Punjabi University Patiala in 1989. He did MD (Dravyaguna) from Punjabi University Patiala in 1994, PGD Hospital Management, ANDY and NDDY. He has been instrumental in opening Panchkarma Centre in Govt Ayurvedic Dispensary, Sector 28, Chandigarh.  Panchkarma Centre is the only centre in the UT Chandigarh and benefiting nearby states also.  From 15 August 2015 onwards more than 1000 procedures performed and waiting list of more than one month for the patient for procedures. He has been given award of excellence for the achievements in the field of Ayurveda in Chandigarh by Member of Parliament Sh. Pawan Bansal and Ex Mayor Smt. Harjinder Kaur. Another award of excellence was awarded to him in Punjab by the then DC, Mohali alongwith Sh Nek Chand & Director Ace Heart and Vascular Institute, Mohali, Punjab. He has attended more than 40 training programmes in the field of Ayurveda & Medical field.  He organised 30 free Ayurvedic Medical Camps and attended more than 10000 patients checked and given free medicines. 15 articles published in National Magazines and 50 articles published in National News Papers.

He is doing social service on cycle. He has participated in Paryavaran mukti abhiyaan, Beti bachao abhiyaan, Nasha mukti abhiyaan, Pani Bacho abhiyaan, Netra daan abhiyaan, Pradushan mukti abhiyaan. He makes the general public aware about his campaign by distributing poster on these themes. He has donated his eyes and whole body to PGIMER for medical research. Besides it he runs a cycle ambulance. He daily do the last rites of dead birds or animals since long. Till date total 350 died birds have been cremated by him. His documentary has been shown on many channels. Due to his social service he has been honoured with green cycle awards twice. His name has also been included in the India Book of Records 2014, Limca Book of Awards 2015 and Unique World Record 2015.

He also won the gold medal in School National games held in Pune, Maharashtra in January 2015. Apart from above said achievements Sahil Ashat has been participated in the various National, All India School level competitions and has won approximate 152 medals in different categories.

His professional experience of more than 10 Years with 8 years in eGovernance includes work across 07 States both in Consulting as well as Implementation of eGovernance projects. With his rich experience he has shouldered more than 30 projects in U.T. Chandigarh in the span of last 5 years (details annexed). He has played a crucial role in successful implementation of National Optical Fiber Network (NOFN) project providing all Gram Panchayats with Optical Fiber connectivity. Nominated by Director I.T as Single Point of Contact between Bharat Broadband   Network Limited (BBNL), BSNL and Chandigarh Administration towards execution of NOFN in U.T. Chandigarh, he reviewed the Tripartite MoU between Chandigarh Administration, Dept of Telecom GOI and BBNL. He played major role to get free RoW (Right of Way) to BBNL for laying OFC (Optical Fiber Cable) from Municipal Corporation, Chandigarh. He coordinated with Department of Rural Development & Panchayat to identify location and building for OFC termination, resolved conflict among the Panchayat towards setting up of NOFN termination equipment’s and managed the launch event of NOFN by Hon’ble Prime Minister of India during the Digital India Week (DIW) successfully. Mr. Singh, has been proactively involved in various Digital India initiatives like DigiLocker, National Information Infrastructure (NII), e-Gazette, e-Office to name a few. He has demonstrated exceptional capability while managing Inter-Department assignments like Implementation of Civil Registration System (CRS) in line with guidelines issued by Registrar General of India (RGI). Under the guidance of Commissioner, MCC he has provided technical handholding to Registrars and MoH, Municipal Department. He has also prepared Standard Operating Procedures (SOPs) for registration unit in U.T. Chandigarh, hence catalyzing the successful launch of online issuance of Birth & Death Certificates by the Advisor to the Administrator, Chandigarh Administration. He has worked diligently towards preparing the existing & envisaged processes at Estate Office. Further under the able leadership of Finance Secretary, he is continuously supporting the Infosys team during the development of application that would computerize the working at Estate Office. He is the key resource who had showcased eGovernance Strategy of Chandigarh Administration at various National level events like SKOCH awards, CSI-Nihilent awards. He has been the face of Chandigarh Administration during key presentation at U.T. & Government of India apart from these events. U.T. Chandigarh, alone received the CSI-Nihilent award for Sustained Excellence in eGovernace (highest in the order) this year. He has been instrumental in conceptualization of key eGovernance projects in Chandigarh. Post approval of concept note on GIS implementation in U.T. Chandigarh prepared by him, he conducted manpower planning for GIS implementation along with proposal for setting up of Centre of Excellence for GIS in Society for Promotion of IT in Chandigarh (SPIC). He organized the workshop on envisaged GIS implementation involving all line departments as stakeholders in association with ESRI. His advocacy to leverage upon GIS as indicated in the Nine Pillars of Digital India is highly appreciated. Presently he is entrusted with the responsibility to implement GIS for U.T. Chandigarh. Inderpal is always looked upon who can be shouldered more responsibility. Secretary Information Technology has entrusted him with additional charge as EDC Manager, IT Park. As Manager-Entrepreneur Development Centre (EDC), he has judged the credibility of the currently occupied firms and post feedback from occupants and ex tenants has drafted new policy for space allocation at EDC, IT park, Chandigarh meticulously apart from day to day operational work. He is nominated as representative of Department of IT to provide consultancy support for Project Management towards the World Bank sponsored Intelligent Transport System project of Chandigarh Transport Undertaking. Under my supervision as Project Director ITS he has coordinated with World Bank (WB) for providing reports as per WB Guidelines, managed the selection of consultant for the project, prepared and presented the ITS concept to Secretary Transport, Chandigarh Administration. Further he has reviewed the CBMP and Detailed Project Report (DPR) documents and provided inputs inline with vision of NeGP. During the National level forum he has advocated the use of Core Infrastructure (SDC, SWAN etc) to participants from across India. Mr. Inderpal Singh, has rendered exceptional service to the Chandigarh Administration with Department of I.T. in particular. Wing Commandar (Retd) Sh. Charanjit Singh Grewal is working with Chandigarh Traffic Police as Chief Traffic Marshal for very large number of years. He joined the Chandigarh Traffic Marshal scheme in the year 2004 and since then, he has been providing unstinting service to the public in collaboration with the Chandigarh Traffic Police by promoting road safety and saving precious human lives.  He has been proactively participating in as well as organising various road safety awareness lectures, programmes etc in various schools, markets, children traffic park etc. Further, he has been participating proactively in the Chandigarh Traffic Police Road Safety enforcement drives.  No salary what so ever is being provided to him for the same and he has been providing his invaluable service to the public, out of a sense of duty towards the society.  He despite of being 70 years old is working with great zeal, devotion and commitment towards promoting road safety in Chandigarh purely in public interest.

Ms. Shreya Bali, D/o Dr. Harinder Kumar Bali has conceptualized a new type of bio plastic (biodegradable material), which is made from tamarind seeds.  She has successfully formulated the entire process of its manufacture.  This unique product has numerous applications such as packaging.  The prototype has undergone testing for its physical and chemical properties at Central Institute of Plastics Engineering & Technology Department of Chemicals & Petrochemicals, Ministry of Chemicals & Fertilizers, Govt of India, DSRUST Campus, 50th Mile Stone, NH-1 Murthal, Distt-Sonepat, Haryana and at Chennai.  Application for patent for this product in her name was successfully filed on 02 September 2015 under the heading “Bioplastic from non-edible natural polymer”.  The patent filling number for this product is 3176/DEL/2015.  This product not only has potential of being used as a packaging material in place of highly dangerous plastic but also has significant medicinal usage.  Shreya is in the process of further refining this product and finalising its commercial usage.  Ms Bali has many scholastic/co-scholastic achievements on her credit. She has won many awards and honours viz. Scroll of Honour Apr 2014 for Clean India Abhiyaan, Women Pride Award Mar 2015 , Annual Youth Leader Award 2014, Annual Junior Achievement-Social innovation Relay- National Winner, Annual Youth Leader Award 2015.

Pulse Polio Campaign

Chandigarh, 4 th   April, 2017:   Activities conducted for three days i.e. from 2nd – 4th April, 2017 during Pulse Polio Campaign ‘Do Boond Zindgi Ki’ to win the war of eradicating Polio from the society and to immunize the children in the age group of 0-5 Years with Oral Polio Drops were successfully completed today. The campaign was held for three days in which Day 1 was dedicated for Booth Round and Day 2 & 3 were planned for door to door visit to immunize all children of Chandigarh in this age group with Oral Polio drops. A total of 1, 00, 236 children were immunized with oral polio drops during pulse polio activity and 929 teams visited 2, 65, 042 Houses and immunized Children with oral polio drops on day 2 and 3. 'X’ houses will be covered in the coming days too to track the unimmunized children and give them polio drops. “Vote for Healthy Democracy” Campaign

Chandigarh, 18th March, 2019: Taking the “Vote for Healthy Democracy” campaign forward to motivate citizens to use their Right to Vote during the upcoming Lok Sabha Elections of Chandigarh, Government Medical College & Hospital, Sector 32, Chandigarh today launched a stamp with the message of "Voting is your Right, Please Cast your Vote". The stamp will be included on all the OPD cards of the patients who visit the hospital.  This initiative is a part of the drive undertaken by Medical Community to motivate more and more people to participate and vote in the upcoming Lok Sabha Elections. As part of this campaign, IMA has designed stickers with the message “Vote for a healthy democracy”, which will be stuck on all the prescriptions of patients.
