19th February, 2016: The State Adoption Resource
Agency (SARA) under Union Territory Child Protection Society (UTCPS) under the
aegis of Department of Social Welfare, Chandigarh Administration organized a One Day State
Orientation Programme on Adoption 2015 and CARINGS for Chandigarh in
collaboration with the Central Adoption Resource Authority (CARA), a statutory
body under the Juvenile Justice (care
and protection of children) Act, 2015.
The Indian parliament has recently
passed the newly amended Juvenile Justice (care and
protection of children) Act, 2015 which has come into effect from 15th
January 2015. Among other changes, a renewed focus has been put on Adoption and
other forms of non institutional care services. Also, the Ministry of Women And
Child Development (MWCD) has rolled out Adoption Guidelines 2015 to strengthen
the capacity of all stakeholders and encourage adoption. The workshop was
therefore organised to provide orientation and strengthen the capacity of all
stakeholders involved in the Adoption process.
The program
began with a session on New Adoption Guidelines
(2015) and upgraded CARINGS by Ms Vanita Jha, Assistant Director, Supervision of Training and
capacity Building, CARA who gave an overview on the guidelines to all
Stakeholders and their respective role in respect to the various procedures in
adoption. She highlighted how the new guidelines aim at streamlining and
effective regulation of Adoption process in the country and has transferred the
entire adoption process online with an aim to crackdown on illegal adoption and
encourage legal adoption. This was followed by a session on the online portal
“Child Adoption Resource Information and Guidance System” i.e. CARINGS BY Mr.
Pradeep Kumar, State Coordinator of Punjab, Haryana, H.P, Delhi and Chandigarh
for technical support to CARINGS. This was followed by a session on Preparation
of Dossier for inter-country cases and other related issues. This was followed
by an interactive Open House Discussion with the audience and all queries were
addressed by the resource persons.
The workshop was attended by over 50
participants from stakeholders like Child Welfare Committee, Staff of
Specialised Adoption agency (SAA), District Child Protection Unit (DCPU),
Children Homes, Special Juvenile Police Unit (SJPU) and medical officials from
Department of paediatrics from GMCH 32, GMSH-16, PGI and Civil dispensary Mani
Majra and senior officers
of Department of Social Welfare.
