Chandigarh, 15th March, 2016: The
Excise Policy, 2016-17 was approved by the Chandigarh Administration at the end
of the month of February, 2016. In the Policy, the allotment of retail sale
liquor licences (L-2/L-14A) is a major activity as the department gets major
part of the excise revenue from the retail sale liquor licenses, directly in
the form of licence fees and indirectly in the form of various excise levies.
This allotment of retail sale liquor licenses is an annual affair. In the
Excise Policy, 2016-17, the reserve price of all the retail sale liquor vends,
which were to be allotted in 48 groups having 100 retail sale liquor vends
(L-2/L-14A), was kept at Rs. 177.71 crores which is equal to the last year’s
bid money received over all the groups and was Rs. 42.71 crores higher than the
last year’s reserve prices of all these groups, which stood at Rs. 135 crores.
The last date and time of casting the bids invited for the allotment of these
48 groups of retail sale liquor vends was 11.03.2016 (05:00 pm). As a result,
the department received 65 bids over 43 groups out of 48 groups, which went for
tenders. The reserve price of these 43 groups was Rs. 162.83 crores. On 5 groups, involving 9 liquor vends and a
revenue of Rs. 14.88 crores (on the basis of reserve price), the department
received no application by the last date and time. The re-tendering would be done in respect of
these 5 groups, in due course of time.
The opening of the bids for one group
having group code GP-6 with locality Sector 15 Market has been kept in abeyance
in view of the decision taken by the competent authority, in consequence of the
various representations received from the representative of the residents of
Sector 15 and also from the Panjab University Authorities regarding not to open
the liquor vend in Sector 15 Market. The final decision regarding this group
will be taken later on.
The opening of the bids for 42 groups had
taken place today in the presence of Sh. Kashish Mittal, IAS, Collector
(Excise), Smt. Kriti Garg, IAS, SDM (South) as member, Sh. R.J.S. Brar, PCS, DSE
as observer and all the bidders, under the overall supervision of Dr. Adapa
Karthik, IAS, Excise and Taxation Commissioner at CCET (Diploma Wing), Sector
26, Chandigarh. As a result, 42 groups having 90 retail sale liquor vends
(L-2/L-14A) have been successfully allotted, in a peaceful and transparent
manner. The department will get licence fees of Rs. 184.17 crores against the
reserve price of Rs.159.25 crores (for these 42 groups), during the year
2016-17, registering an increase of Rs. 24.92 crores (15.65%) over the reserve
price.
