E-auction of vehicle registration numbers

Chandigarh, 26^th April, 2016: It is for the information of the general public/residents of Chandigarh that registration for participating in e-auction of vehicle registration numbers of new series "CH01BG" for special/choice registration numbers 0001 to 9999 has been started from 26.04.2016 (10:00 AM) and will continue till 02.05.2016 (05:00 PM) and the e-auction will start on 03.05.2016 (10:00 AM) and will continue till 05.05.2016 (05:00PM).
The owner of the vehicle can register himself/herself on the National Transport website: https://parivahan.gov.in/fancy and the link of the same is available on the Chandigarh Administration, Transport Department website: www.chdtransport.gov.in and obtain the Unique Acknowledgement Number (UAN). The owner of the vehicle who has purchased the vehicle at Chandigarh address only will be allowed to participate in e-auction. Sale Letter i.e Form No. 21, UID i.e. Adhaar Card and address proof of Chandigarh are mandatory to participate in the e-auction. After getting himself/herself registered on the above cited National Transport website or/through Chandigarh Administration, Transport Department website, the owner of the vehicle will deposit the fee for registration for participating in e-auction and reserve amount of the special/choice registration numbers in the O/o Registering & Licensing Authority, Near Municipal Corporation Building Sector-17, U.T., Chandigarh by way of DD in favour of “Registering & Licensing Authority, U.T., Chandigarh” payable at Chandigarh.

Revised Reserve Price of Special/Choice Registration Number, Procudure for participating in online/e-auction and Terms and Conditions of e-auction.

Procedure for participating in online/e- auction

a)                 The owner of the vehicle will be allowed to purchase registration mark of choice through e-auction, if he/she has purchased the vehicle at Chandigarh address only and the address proof in this regard is to be submitted by the applicant at the time of the registration of vehicle.

b)                The applicants having the Sale Letter i.e Form No. 21, UID i.e. Adhaar Card and address proof of Chandigarh will be allowed to participate in the e-auction.

c)                 The address mentioned on the Sale Letter i.e Form No. 21 should be same as on the residential proof to be submitted by the applicant/purchaser at the time of registration of vehicle.

d)                The owner of the vehicle will have to register himself/herself on the above cited National Transport website or Chandigarh Administration, Transport Department website and he/she shall obtain the Unique Acknowledgement Number (UAN).

e)                 After getting himself/herself register on the above cited National Transport website or Chandigarh Administration, Transport Department website, the owner of the vehicle will deposit the fee for registration for participating in e-auction and reserve amount of the special/choice registration numbers in the O/o Registering & Licensing Authority, Near Municipal Corporation Building Sector-17, U.T., Chandigarh. The fee for registration for participating in e-auction will be Rs. 500/-(Rs. Five Hundred only) for all the categories of special/choice registration numbers payable in favour of Chandigarh e-Governance Society, U.T., Chandigarh. This amount will be non refundable. The payment of reserve amount of the special/choice registration numbers should be in the form of Demand Draft in the name of O/o Registering & Licensing Authority, U.T., Chandigarh with a validity of at least 3 months. The draft amount shall be equal to highest reserve price out of chosen numbers if he intends to participate in e-auction for more than one choice registered mark. 

f)                  The registration of the bidder will be approved by the Registering & Licensing Authority, U.T., Chandigarh and the applicant will receive a system generated login id and password through SMS and e-mail, if available.

Terms and conditions of online/e-auction:-

1.       One person can bid for a maximum of 5 Registration mark of choice per application per Unique Acknowledge Number (UAN) of registration, but will be allocated only 1 Registration mark of choice for each UAN.

2.       One person or entity may be desirous of obtaining more than one Registration mark of choice for more than one vehicle. However, for obtaining registration mark of choice for more than one vehicle the person/entity will have to register separately for each vehicle and obtain Unique Acknowledgement Numbers (UAN). For example if one person/entity has Four vehicles and wants a Registration mark of choice for each of the Four vehicles then the person/entity will have to register on the website separately for each vehicle and obtain four different Unique Acknowledge Number (UAN). Thereafter the person/entity can participate in the bidding process separately for each UAN.

3.       The registration window will be open for at least 7 days from the start of e-auction, and bidding will take place for the subsequent minimum of 3 days from the date of publishing of the Registration mark of choice for auction on the online e-auction platform. The dates/days of registration as well as e-auction will be displayed on the web portal.

4.       While bidding, the bidder can change the amount of bid by multiples of Rs. 1000/- only for each category.

5.       If any applicant is found H1(Highest) bidder for more than one registration mark of choice, the registration mark corresponding to the highest amount quoted by him will be allotted to him/her for each UAN and in other cases (s) 2^nd highest bidder shall be declared H1. If 2^nd highest bidder is found H1 bidder for any other number then this number will be allotted to 3^rd highest bidder and the process will continue in the same manner.

6.       If any applicant is found Highest bidder for more than one registration mark of choice with same bidding amount, in that case Registration mark of choice will be allotted by the e-auction system through RANDOM selection automatically.

7.       In case of more than 1 applicant applying at Minimum Reserve Price and where no further incremental bid is made by any of these applicants, that Registration mark of choice will be allotted by e-auction system through Random Selection automatically.

8.       The result will be system generated and published for the public on the website. The successful bidder will be informed through SMS and email, if available.

9.       The successful bidder is required to get the vehicle registered as well as to deposit the balance bidding amount within one month from date of auction, failing which penalty @10% per annum as well as interest at normal rates (10% per annum) on the balance amount would be charged till the date of payment.

10.     If after auction, the highest bidder due to any reason is unable to take the number, the amount deposited by him shall be forfeited.

11.     If no registration mark of choice is allocated to the applicant, the applicant can collect the Demand Draft of Minimum Reserve Price amount deposited within 60 days of the result of e-auction otherwise the amount deposited by him shall be forfeited.

12.     No interest shall be paid by the Transport Department on the reserve price deposited by the bidder.

13.     The Registering & Licensing Authority, U.T., Chandigarh reserve the right to cancel the Bidding Process of Final Allocation at any stage.
