397th Meeting of the Chandigarh Housing Board

Chandigarh, 1st July, 2016:  The 397th meeting of the Chandigarh Housing Board was held on 30.06.2016. The following is a gist of the major decisions that were taken by the Board:-

1.
 40% rebate on the occasion of the 40th Anniversary of the establishment of the Chandigarh Housing Board.

In order to give relief to all the allottees of Chandigarh Housing Board, on the occasion of the 40th Anniversary of the establishment of the Chandigarh Housing Board and after detailed deliberation, it has been decided to give 40% rebate in transfer fee to all the applicants who will apply for transfers between  1st July 2016 to 31st December 2016.

Approval of best quality makes/ brands of various items for the work of construction of 200 Two Bed Room flats in Sector-51A, Chandigarh.

After detailed deliberations, the Board has accorded approval to reputed  makes/ brands of various items to be incorporated in the Bid Documents for the work of construction of 200 Two Bed Room flats in Sector-51A, Chandigarh.  The Board has also accorded revised administrative approval for the work of construction of 200 Two Bed Room flats in Sector-51A, Chandigarh.

Need based changes in Chandigarh Housing Board dwelling units: Permission of Provision of one additional door.

The Board has accorded approval to construct one additional door in Dwelling Units of Chandigarh Housing Board, subject to the following conditions:-

(i) The allottee shall obtain the certificate of structural stability from a structural engineer registered with the Chandigarh Administration and submit a copy of the same to Chandigarh Housing Board for record prior to the commencement of work of provision of additional door.

(ii) The allottee shall obtain mutual consent , in writing, of all allottees i.e ground floor, first floor, second floor, third floor etc. and also of the adjoining floors having a common wall before commencement of provision of additional door.

(iii) No door will be allowed opening onto the public open space, right of way of the road/ road berm/ pavement, outside the plotted area, open/ green space, reserved space etc.

Need based changes in Chandigarh Housing Board dwelling units: permission for provision of lifts.

After detailed deliberations, the Board has accorded permission to allow lifts to all CHB, dwelling units subject to the following conditions:-

(i) The design is to be got prepared by the allottees of a block from a qualified architect registered with that Council of Architects. The same along with certificate of structural stability from a structural engineer registered with the Chandigarh Administration shall be submitted to PAC (Upper) for approval by the allottees at their own level. Consent of all the allottees of a block shall be mandatory.  For the purpose of this a block is defined as all the DUs which are accessed by a common staircase. 

(ii) One copy of the plan, approved by PAC (Upper), along with consent of all   the allottees of the block shall be submitted to Chandigarh Housing Board.

E-auction of vacant residential properties to be commenced by 15th August, 2016.
         
Chandigarh Housing Board shall commence E-auctions of vacant residential properties of the Chandigarh Housing Board from 15th August, 2016.

6.
Investment of surplus funds of Chandigarh Housing Board in debt instruments.
         
After detailed deliberations, the Board has accorded approval to invest the funds in various instruments such as Treasury Bills, Commercial Papers and Certificates of Deposit which are not equity based and are not linked with market fluctuations which offer higher rate of interest subject to the condition that minimum rate of interest to be earned should not be less than 10%. It has also been decided to inform the Chandigarh Administration regarding these type of investments i.e., debt, instruments/ liquid funds etc.

Accordingly, CHB shall invest in debt instruments of various banks such as SBI, HDFC, ICICI and organisations such as UTI.

7.
Revival of cancelled Dwelling Unit in Sector 56, Chandigarh allotted under Chandigarh Small flats Scheme-2006.

After detailed deliberations, the Board has recommended to make the following amendments/ provision in the Chandigarh Small flats Scheme-2006:-

To consider Worthy Chairman as 2nd Appellate Authority to consider the cases afresh and pass quasi- judicial orders after considering the claim of cancelled allotments, after obtaining field reports.


It has been decided that 77 appeals pending with Chandigarh Housing Board as referred in agenda, will be heard by the Chairman, Chandigarh Housing Board, as 2nd Appellate authority  in one go and the  matter will be referred to the Chandigarh Administration for taking approval for making amendments in the scheme.
