Schedule for General elections of the Municipal Corporation of Chandigarh

Chandigarh, 15th November, 2016: The Administrator, U.T, Chandigarh, has approved the election programme for holding General elections from 26 wards of the Municipal Corporation of Chandigarh to elect Councillors.

 Filing of nominations will commence from 22/11/2016 and the last for the same is 29/11/2016. The nominations will be scrutinized on 30/11/2016. The last date for withdrawal of candidatures is 03/12/2016 and the date of poll if necessary will be 18/12/2016. Before 30/12/2016 the election shall be completed. The hours of poll for the above election shall be from 8.00 A.M. to 5.00 P.M. (without break).
The approximate number of voters for the current year is 5, 07,190 which has 2,70,358 males, 2,36,819 females and 13 Third gender. During the election there will be approximately 460 polling booths .

Interested persons may obtain/file nomination papers with the above Returning Officers between the hours of 11.00 A.M. and 3.00 P.M. on all working days from 22.11.2016 to 29.11.2016 except on public holiday(s) declared by the Administrator, Union Territory of Chandigarh, for above mentioned purpose. 

The Commission has decided that hereafter the photo of the contesting candidate will also be printed on the ballot paper to be affixed on the Electronic Voting Machines against the name of the candidate.  As such, every candidate shall have to file 2 photographs alongwith his nomination paper at the time of filing of nominations.  The detailed instructions in this behalf will be supplied by the Returning Officer when form(s) of nomination will be issued to the candidates.

          Such parts of electoral roll of Chandigarh Parliamentary Constituency as relate to all the 26 Wards of the Municipal Corporation, Chandigarh, for the time being in force (already revised with reference to the qualifying date as 1.1.2016) shall be the Electoral Roll for the above said election.

          In case a candidate of a National Party recognized by the Election Commission of India, desires to contest the above said election, he/she will be required to file his/ her nomination paper duly proposed by an elector from the same ward. Candidates of State Parties (not recognized for U.T. Chandigarh, but are recognized in other States) and other candidates including the Independent candidates will have to file nomination papers with 10 proposers being voters of the same Ward.  A security of  Rs.6000/- (Rupees six thousand only) for each candidate shall have to be deposited in cash with the Returning Officer at the time of filing of nomination paper and when the candidate is a member of a Scheduled Caste, it is Rs.3000/- (Rupees three thousand only).

          The maximum limit of election expenditure which a candidate can incur in connection with election in a Ward of the Municipal Corporation, Chandigarh is                            Rs.3,25,000/- ( Rupees three lacs twenty five thousand only). Every nominated candidate shall be required to maintain account of his/her election expenses from the date he/she is nominated till he/she has withdrawn or his/her nomination has been rejected/declaration of result of the election, as the case may be, in the prescribed form and manner and submit the same to the concerned Returning Officer within fifteen (15) days of the declaration of the result of the election.

          The State Election Commissioner, U.T. Chandigarh, had ordered that every nominated candidate while filing his/her nomination paper with the Returning Officer, shall furnish information about his/her involvement, if any, in criminal cases in the past, his/her assets and liabilities and his/her educational qualifications etc., in the form of two affidavits (A&B), (proformas and order of the Commission has been attached with the nomination paper form). It is to be noted that non-filing of the said affidavit or filing an incomplete affidavit alongwith the nomination paper will be treated as mistake  of substantial character’ and in such cases the nomination paper will  be liable to be rejected.

          Under the powers conferred upon the State Election Commissioner under Articles 243K and 243ZA of the Constitution of India read with the provisions of Section 10 of the Punjab Municipal Corporation  Act, 1976,  as extended to the Union Territory, Chandigarh by the Punjab Municipal Corporation Law (Extension to Chandigarh) Act, 1994,  the ‘Model Code of Conduct’ will come into force in all the 26 Wards of  Municipal Corporation, Chandigarh with effect from 15.11.2016 and shall also continue to be in force upto the date of declaration of result  of the said election.   Accordingly, the State Election Commissioner directs that the said Code of Conduct shall be strictly followed by all the political parties, candidates for the said election, all departments of Chandigarh Administration, Govt. of India’s offices located in U.T. Chandigarh, all Heads of Local Bodies/Gram Panchayats, the Inspector General of Police, U.T. Chandigarh and all other concerned agencies, for the period mentioned above.

          The Delhi Prevention of Defacement of Property Act, 2007, has been extended to U.T., Chandigarh by the Ministry of Home Affairs, New Delhi w.e.f. 17.09.2015.  Therefore, its provisions should be strictly complied with.  The following penalties have been prescribed in the said Act on account of defacement of public property:-
         
(1)       Whoever defaces any property in public view by writing or marking with ink, chalk, paint or any other material except for the purpose of indicating the name and address of the owner or occupier of such property, shall be punishable with imprisonment for a term which may extend to one year, or with fine which may extend to fifty thousand rupees, or with both,

(2)       When any offence is committed under sub-section (1) is for the benefit of some other person or a company or other body corporate or an association of persons ( whether incorporated or not) then, such other person and every president, chairman, director, partner, manager, secretary, agent or any other officer or persons connected with the management thereof, as the case may be, shall, unless he proves the offence was committed without his knowledge or consent, be deemed to be guilty of such offence.

(3)       The aforesaid penalties will be without prejudice to the provisions of Section 425 and Section 434 of the Indian Penal Code, 1860 (45 of 1860) and the provisions of relevant Municipal Acts.

          In case the general public and any member of political party find that the Model Code of Conduct is being violated, they can make a complaint to the concerned Election Observer /Election Expenditure Observer.  Cases of violating the Code of Conduct and any instructions regarding the election expenses by a candidate, a complaint to the concerned Election Observer/Expenditure Observer, may be made.

Pulse Polio Campaign

Chandigarh, 4 th   April, 2017:   Activities conducted for three days i.e. from 2nd – 4th April, 2017 during Pulse Polio Campaign ‘Do Boond Zindgi Ki’ to win the war of eradicating Polio from the society and to immunize the children in the age group of 0-5 Years with Oral Polio Drops were successfully completed today. E auction of various commercial, residential and industrial sites to begin in Chandigarh

7th January 2019: Chandigarh Administration is about to begin the e auction process of various commercial, residential and industrial sites in Chandigarh. 10 residential sites on freehold basis,13 commercial sites on leasehold basis and 1 industrial site on leasehold basis are proposed to be e auctioned. The auction will be made public on 9th January 2019 at 9:00 AM and the documents can be submitted/EMD can be paid from 9th january till 23rd January 2019.
