Schedule of the Bye-election for Panch in Gram Panchayat Village Raipur Khurd

Chandigarh, 17th July, 2017: Bye-election to fill up one casual vacancy of Panch in Gram Pancyayat Village Raipur Khurd, U.T., Chandigarh, shall be held on 30.07.2017 as per programme given below:-

1.     The hours of Poll the said election have been fixed as “8:00 AM to 5:30 PM (without break)”.

3.     Interested persons may obtain forms/file nomination papers during the aforesaid period with the Returning Officer between the hours of 11:00 A.M. and 3:00 P.M. on all working days except on public holiday(s) declared by the Chandigarh Administration. Each nomination shall be proposed by one elector of the same Gram Panchayat. The candidate should be an elector in the same Gram Panchayat, be qualified & not disqualified under the provision of Section 208 of the Punjab Panchayat Raj Act, 1994 as extended to U.T., Chandigarh.
4.     Such parts of electoral roll of Chandigarh Parliamentary Constituency as relate to the Gram Panchayat Village Raipur Khurd, U.T., Chandigarh, for the time being in force (already revised/up-dated with reference to 01.01.2017’ as the qualifying date), shall be the Electoral Roll for the above said bye-election.
5.     A fee of Rs. 500/- (Rupees five hundred only) for a candidate shall be payable alongwith the nomination paper. The amount can be deposited in cash with the Returning Officer so prescribed shall be 50% in respect of candidates belonging to Scheduled Castes.
6.     The maximum limit of election expenditure which a candidate can incur in connection to a Gram Panchayat in U.T., Chandigarh is Rs. 30,000/- (Rupees thirty thousand only) Every nominated candidate shall be required to maintain account of his/her election expenses from the date h/she is nominated till he/she has withdrawn or his/her nomination has been rejected/declaration of result of the bye-election, as the case may be, in the prescribed form and manner and submit the same to the concerned Returning Officer within one month of the declaration of the result of the bye-election.
7.     The State Election Commissioner, U.T. Chandigarh, had ordered that every nominated candidate while filing his/her nomination paper with the
Retuning Officer, shall furnish information about his/her involvement, if any, in criminal cases in the past, his/her assets and liabilities and his/her educational qualifications etc., in the form of an affidavit, (proforma and order of the Commission has been attached with the nomination paper form). It is to be noted that non-filling of the said affidavit alongwith the nomination paper will be treated as mistake of substantial character and in such cases the nomination paeper will be liable to be rejected. All columns in these forms shall be filled up completely. Where the information is nil, the word ‘NIL’ be written or ‘NOT APPLICABLE’ be written. No column should be left blank.
8.     Under the powers conferred upon him, the State Election Commissioner under Articles 243K and 243ZA of the Constitution of India, read with Section 210 of the Punjab Panchayati Raj Act, 1994 as extended to U.T., Chandigarh, directs that the ‘Model Code of Conduct’ (copy enclosed) will come into force in the area of Gram Panchayat of Village Raipur Khurd, U.T., Chandigarh with effect from 14.07.2017 and shall continue to be in force upto 01.08.2017 i.e. the date of declaration of result of the said bye-election. Accordingly, the State Election Commissioner directs that the said Code of Conduct shall be strictly complied with by all the political parties, candidates for the said bye-election, all Offcier of Chandigarh Administration/ Govt. of India located in U.T. Chandigarh, all Heads of Local Bodies/Gram Panchayats, Inspector General of Police, U.T. Chandigarh and all other concerned agencies during the period mentioned above.
