Chandigarh 20th March 2018: New Excise Policy for the year 2018-19 aims at balancing the aspirations of the citizens, consumers, manufacturers, wholesalers and the Government
1. The Excise Policy 2018-19 would help to earn revenue approx. Rs. 450 crores in comparison with Rs. 354 crores last year and increase of approx. 27% over the corresponding last year.
2. The allotment of licensing units will be made by tendering system.
3. The no. of licensing units (CL/IMFL) has been increased from 77 to 93.
4. To promote low alcoholic contents beverages i.e. wine and to boost Indian Wine Industry, extra license fee / Excise duty has been reduced from Rs.20/- PBL to Rs.15/- PBL.
5. Beer will be cheaper in U.T., Chandigarh as extra license fee has been nominally increased from Rs. 20/- to Rs. 22/- per BL. There is no increase in the minimum Retailsale price of Beer in U.T., Chandigarh
6. Extra license fee / Excise Duty on CL has been nominally increased from Rs.28/- to Rs.30/- per PL and on IMFL has been increased from Rs.30–325/- per PL to Rs.33–325/- per PL.
7. In terms of ease of doing business, the conditions of security amount at the time of allotment have been relaxed from 40% to 25%.
8. A new license in form L-2D has been introduced for sale of Imported Wine, Indian Wine and Imported Beer to be granted to the shops/establishments registered under Goods and Service Tax Act, 2017 with a license fee of Rs. 2 Lacs.
9. The basic quota of (IMFL and CL) has been fixed at 90 lacs PL and 10 lacs PL respectively.
10. It will be mandatory for all the retail licenses to issue an invoice on sale of liquor.
11. Union Territory Chandigarh Administration is introducing a Cess of Rs. 2/- Bulk Litre on Wholesale License i.e. L-1B, L-1C and L-1F. This Cess which will be collected and the fees will be given to Indian Red Cross Society, Chandigarh Branch.
