Chandigarh, 24th April, 2018: The Hon’ble Punjab and Haryana High Court has taken suo-moto notice on the issue of safety of women (including Sikh Women) while driving or riding two wheelers of any class or description and exemption given to them from wearing headgear under the Motor Vehicle Rules, in CWP No. 27609 of 2017 (Court on its own Motion Vs. Chandigarh Administration and Others) and :
Whereas, the Chandigarh Administration has accordingly considered the aspect of safety of women, including that of the Sikh Women who are not wearing turban, particularly in view of the fatalities occurring in road accidents;
Whereas, the safety of women on roads being a priority of the Government, the Chandigarh Administration proposes to make changes to the Chandigarh Motor Vehicle Rules, 1990, as under;
The words “a Sikh woman wearing a turban” instead of words “or a Woman” are proposed to be substituted in Rule 193 of the Chandigarh Motor Vehicle Rules, 1990.
Now, therefore, the proposed amendment in the Rules is hereby published for inviting objections and suggestions from all persons of U.T., Chandigarh likely to be affected thereby, before expiry of a period of thirty days from the date of publication of this draft notification in the extraordinary gazette.
