Restructuring of RBSK and RKSK Programme


Chandigarh, 9th July, 2019: The objective of all the National programmes is to provide seamless and unhindered services to all categories of beneficiaries with focused and attentive care to children and adolescents. Rashtriya Bal Swasthya Karyakram (RBSK) and Rashtriya Kishor Swasthya Karyakram (RKSK) Programme in Chandigarh is conceptualized as per GoI norms to cater to the health of 0-6 years old children in anganwadis and 6-18 years old children in schools. As of now, the programme is being implemented through the centralized system operational from Civil Dispensary, Sector 19.
With the change in the scenario at the National level wherein the primary health has been focused, the Health Department has restructured the same by converting some Health facilities i.e. Civil Dispensaries into Health and Wellness Centers and shall be implementing the same for the rest of the health facilities in the near future where the delivery of comprehensive health services to be ensured are as follows:
                   i.            Care in Pregnancy and child birth
                 ii.            Neonatal and Infant Health care services
              iii.            Childhood and Adolescent Health Care Services
              iv.            Family Planning, RCH services etc
                 v.            Management of Communicable diseases
              vi.            OPD services
            vii.            Screening, Prevention, Control and Management of NCDs        
         viii.            Care of common Eye in ENT problems
              ix.            Basic Oral Health Care
                 x.            Geriatric Health Care
              xi.            Emergency Medical Services
            xii.            Screening and basic management of Mental Health Ailments
         xiii.            AYUSH and YOGA Services

In order to provide comprehensive services from all streams i.e. Allopathy, Dental and AYUSH, the existing doctors engaged under National Health Mission on fixed emoluments have been attached with the Civil Dispensaries/ Health & Wellness Centers under the control of the Medical Officer. Further to streamline the personalized services to the children, the aanganwadis and schools of that area are attached therewith.
These doctors posted at the health facilities will be rendering OPD services to the beneficiaries of the area in fixed time period in their own stream during morning and will proceed to aanganwadis/ schools for their regular services wherein screening of children for various defects/ deficiencies and deformities shall be undertaken i.e.
Children in 0-6 weeks: Neural Tube Defect, Down’s Syndrome, Cleft Lip & Palate, Club Foot, Developmental Dysplasia of the Hip, Congenital Cataract and Deafness, Retinopathy of Prematurity only for preterm babies
Children 6 weeks-18 years: All kinds of Anemia and vitamin deficiencies, Severe Acute Malnutrition, SAM/Stunting, Skin conditions (Scabies, Fungal Infection and Eczema), Otitis Media, Rheumatic Heart Disease only at school, Reactive Airway Disease, Dental Caries, Convulsive Disorders, Vision Impairment, Hearing Impairment, Neuro-motor Impairment (CP), Motor, Cognitive and language Delay, Behavior Disorder (Autism), Learning Disorder (6 years to 9 years), Attention De­ cit Hyperactivity Disorder (6 years to 9 years) and others.
The Doctor will report back to the facility after completing the work so that the health services can again be availed from them by the beneficiaries in the rest of the time. Chandigarh shall be divided into four Zonal Referral Centers to facilitate the children requiring referral services. For any interventional procedure, they can be referred to Government Multispecialty Hospital, (GMSH) Sector 16 which is a designated District Early Intervention Center (DEIC) and to Civil Hospital, Manimajra, Civil Hospital, Sector 22 and Civil Hospital, Sector 45 for corrective/ curative measures. In order to maintain the reporting and data capturing which is to be shared at the National level, they will be compiling the report on daily basis to be shared with the concerned quarter.
The restructured programme will provide seamless and unhindered services to the most vulnerable category of beneficiary wherein the concept of Health & Wellness Center (HWC) is being implemented in true letter and spirit by an amalgamation of all streams for the benefit of the beneficiary.
‘Know your Doctor’ concept is also being introduced with the placement of these doctors in the respective health facility of their area from where they shall be catering to the health needs of the aanganwadis and schools. Their accessibility and availability in the area shall also be instrumental in meeting out the objectives of all National programmes in order to give a wholesome and healthy status to the residents. The restructuring will be implemented from 15th July, 2019.

Pulse Polio Campaign

Chandigarh, 4 th   April, 2017:   Activities conducted for three days i.e. from 2nd – 4th April, 2017 during Pulse Polio Campaign ‘Do Boond Zindgi Ki’ to win the war of eradicating Polio from the society and to immunize the children in the age group of 0-5 Years with Oral Polio Drops were successfully completed today. The campaign was held for three days in which Day 1 was dedicated for Booth Round and Day 2 & 3 were planned for door to door visit to immunize all children of Chandigarh in this age group with Oral Polio drops. E auction of various commercial, residential and industrial sites to begin in Chandigarh

7th January 2019: Chandigarh Administration is about to begin the e auction process of various commercial, residential and industrial sites in Chandigarh. 10 residential sites on freehold basis,13 commercial sites on leasehold basis and 1 industrial site on leasehold basis are proposed to be e auctioned. The auction will be made public on 9th January 2019 at 9:00 AM and the documents can be submitted/EMD can be paid from 9th january till 23rd January 2019. Document/EMD approvals will be given from 24th January till 30th January. In addition to this the Estate Department will create a help desk at Estate Office Chandigarh on the above dates to create digital signatures of the applicants.
