Chandigarh, 17th July
2020: Hon’ble Governor of Punjab and Administrator, UT Chandigarh has digitally
inaugurated the state-of-the-art e-Challan System today at Punjab Raj Bhawan,
Sector 6, Chandigarh.
It is a comprehensive
digital solution for enforcement of Traffic rules delivered through an Android
based mobile application. E-Challan is a Pan-India project of Ministry of Road
Transport and Highways (MoRTH) developed by NIC that provides a number of user
friendly features, covering all major functionalities of Traffic Enforcement
System i.e. issuance of Traffic e-Challan, on spot cashless payment, real time
excess of Vahan and Sarathi Database, access to previous records, integration
with DigiLocker and M-parivahan apps using Hand Held device. With e-Challan, motorists will be able to pay
fine at-the-spot using cashless means and from their homes using online payment
gateway. This project has been
implemented in Chandigarh with zero cost to the Department in association with
NIC, SPIC and Axis Bank.
e-Sampark payment gateway is being used for
online and on-the-spot cashless payment. For this project, Axis Bank has
provided 200 handheld e-Challan devices, free of cost, to Chandigarh Police.
Axis Bank will also provide on-the-spot field support to Chandigarh Traffic
Police for the project.
Chandigarh is one of the first few States and
UTs in the country that have introduced this modern traffic enforcement system.
Chandigarh Traffic Police has made certain unique additions that have added
immense value to this System. These add-ons have made the System more robust by
keeping a tab on habitual offenders, initiating online process for suspension
of license of erring drivers and digitally linking the courts.
On this eve, Chandigarh Traffic Police has
sent bulk SMS to over 60,000 motorists informing them about online payment
gateway for payment against their pending Postal Challans. An MOU has been
recently signed between Chandigarh Traffic Police and Indian Postal Service for
delivery of postal challans through speed post.
The Hon’ble Governor of
Punjab and Administrator, UT Chandigarh has also inaugurated the Website of
Chandigarh Traffic Police i.e. https://chandigarhtrafficpolice, which is the
first official website to be hosted on NIC’s Chandigarh State Cloud. This
Website provides citizen friendly online services such as Payment of Postal
Challans, Driving History Record and No Entry Permission. The Website also has
informative and educative material related to safe and responsible driving.
Further, the Hon’ble
Governor of Punjab and Administrator, UT Chandigarh has released the 10th
edition of Annual Report on “Road Safety in Chandigarh-2019”, which is a
systematic compilation of information about road accidents that have occurred
in U.T Chandigarh in the year 2019. It presents infographics and comparative
analyses across years, police stations and traffic zones. This publication is a
far improved version as compared to its previous editions. This report also
presents various traffic management initiatives taken by Chandgiarh Traffic
Police to mitigate traffic congestion in the city.
He also appreciated the
efforts put in by Chandigarh Traffic Police for introducing e-Challan System in
UT Chandigarh. He was pleased to note that road accidents in Chandigarh in 2019
declined to the lowest ever in the previous decade.
Speaking on the
occasion, the Hon’ble Governor Punjab and Administrator, UT Chandigarh stated
that Chandigarh Traffic Police will now be in a position to honor digital
transport documents such as Registration Certificate and Driving License
through authorized apps such as DigiLocker and mParivahan, which will obviate
the requirement for citizens of carrying these documents in physical form. The Hon’ble Governor Punjab and
Administrator, UT Chandigarh also stated that the e-Challan System has the
capability of forward integration with the Intelligent Traffic Management
System (ITMS), which will soon be introduced under the Smart City Project. This
will truly make Chandigarh a model city with end-to-end automation in traffic
rules enforcement.
During this online
inauguration, Sh. Manoj Kumar Parida, IAS, Advisor to the Administrator, UT
Chandigarh, Sh. Arun Kumar Gupta, IAS, Principal Secretary, Home, UT
Chandigarh, Sh. Sanjay Baniwal, IPS, DGP/Chandigarh, Sh. Ajoy Kumar Sinha, IAS,
Finance Secretary, UT Chandigarh, Sh. J.M. Balamurugan, Principal Secretary to
Hon’ble Governor, Sh. Shashank Anand, IPS, DIG/Traffic & Security, UT
Chandigarh were present. Further, Mr.
Gautam Ghosh, Deputy Director General, NIC and Mr. Vivek Bimbrahw, Group Head,
Govt. Business, Axis Bank attended this event through video conferencing from
Delhi and Gurugram respectively.
On this occasion, Mr.
D.K. Das, Executive VP and Head of Government Business Group, Axis Bank has
conveyed that “Axis Bank is proud to partner with Chandigarh Traffic Police to
provide an e-governance solution that makes the payment process quick and easy.
The e-challan facility will aid the traffic police in discharging their duties
more effectively and also enable citizens to make hassle-free payments. The
Government’s focus on making the country embrace digital payments has been
relentless and it is our constant endeavour to create a robust digital
ecosystem for the convenience of all citizens and help them adopt innovative
digital channels across the nation.''
